SKRIPSI (6497) - Maritime Cyberattack from the Perspective of Safety of International Navigation
The maritime industry is an integral and critical industry of global trade and transportation. It became modern and vastly improved over the last decades resulting in greater efficient services to the public as the result of the digitalization in the industry. The digitalization in the maritime industry, however, has become vulnerable to cyberattacks due to the lack of cybersecurity infrastructures that protect the industry from cyberattacks. Despite International Maritime Organization (IMO) has the authority to create a regulatory framework for the maritime industry regarding cybersecurity infrastructure particularly in the safety of International Navigation, as of today there are no legally binding regulation regarding maritime cybersecurity but there exist cybersecurity guidelines which is insufficient. This research employs statute and conceptual approaches to analyse the rules on safety of international navigation in maritime industry to assess the implementation of the safety regulations and best practices of cyber risk management such as ISO 27001. Furthermore, it will also examine the Maritime cybersecurity challenges and potential benefits in the safety on international navigation to study the evolving landscape of maritime cybersecurity, analysing maritime industry best practices, compliance challenges, and criticisms surrounding safety regulations. This research discovers that the absence of specific legal binding regulations on maritime cybersecurity creates a significant legal vacuum, highlighting the urgent need for comprehensive legal instruments to address cybersecurity challenges in the maritime industry.
